The following tutorial will explain how from the Microsoft Online Services admin center to add new users and set them up with user licenses for the BPOS suite of services.

After logging into the Microsoft Online Services Admin Center, click on the Users tab and under the right panel under Actions click Add new user.
 A screen will pop up allowing you to enter the user information (see below for importing multiple users from a CSV file). Follow the step-by-step information prompt and click finish when completed.
